An Intro. to Performance Evaluation and Costing for Small Transit Systems

Small urban and rural transit managers know that they are in a "people business" and responsible for the mobility of individuals that without the bus, would not be able to get to jobs, medical services, or other necessary destinations. It is therefore easy to understand the priority given to the human side of the business and not the business side; topics such as performance evaluation and costing of services are often put on the back burner. However, long-term survival and effectiveness depend on application of these and other business principles.

The purpose of this workshop is to provide managers, policy board members and other system personnel with practical ways to design and implement a performance tracking system for their operation. Such an evaluation system can be used to help manage the system and to report on performance to customers, policymakers and funding agencies. The workshop will also explain how to determine and allocate costs to help systems with performance evaluation, billing, and setting prices for their services. A workbook and sample performance evaluation report will be provided to attendees along with step-by-step procedures for setting up a performance evaluation framework and cost allocation system.

Dr. James H. Miller, Faculty Affiliate of the Small Urban & Rural Transit Center was the instructor for this program.
