In 2004, Montana, North Dakota and South Dakota agreed to combine their RTAP libraries at the Small Urban & Rural Transit Center at North Dakota State University. Library administrators in each state felt a combined library could be more easily kept up to date and combined investment from each state could be better utilized to purchase and maintain material in the library.

This larger combined library is housed at SURTC and an online checkout system was developed and implemented. The Web-based catalog allows transit operators to easily search the inventory and check-out needed journals, research reports, videos, publications and other material.

A committee with two representatives from each of the three states supporting the library sets policy and provides guidance for library acquisitions, inventory and management. Committee members include:
